Employee Backup v11 - why is this an option?

where, within Helios 11 do the employees have/need access to Backup the data? why is it an "option" to be allowed or not? was it a "feature" that was forgotten to be used during design?

Assume you are referring to the fields in the Password set up.

Hold over from V9 and before ... where Helios provided a Backup function within a Utilities module ... just not remove from V10 and V11 screen ... currently serves no purpose.
