Why cant I get a tan here? - tanTALK

Ok I have been working in a tanning salon for awhile and been tanning for a longtime, I have a great tan on my legs and tummy but for some reason I cant seem to tan my chest,shoulders, and arms. I'll be honest I tan 3-5 times a week, use very good lotions, I exfoliate, use an at home lotion, and drink lots of water but still I am getting little to no color. Any Suggestions?
