Cool Bulb trouble

Hi there I'm a newbie so don't be to harsh on replies and no smart arses thank you

I have a alisun 300/400 series which was already dismantled when I bought it and was told a few of the tubes 2/3 in fact needs replacing
So the first I fired it up this was the outcome

Only 5 bulbs out of 16 on top only work
2/3 starters had Burnt out and gone a weird shape
3 trays ballast stay cold after running it appox 12 mins ...would that be related to the same bulbs ?


Changes made:
I've changed bulbs = no change
Changed starters in majority of top bulbs from Philips s12 to same but black in color = more bulbs won't come on in blocks of 4 now
Also 2 bulbs on bottom not working now
Tightened all wires connectors
my question is could the wiring to ballasts be wrong before I start thinking they have a fault because of them not getting warm when it's running any help in where to start on the fault finding and order would be really useful

Change to cosmedico starter and new lamps it the Philips stater they SUX

They aren't smart Arses on this site. You may need to look at your incoming voltage and your contactor. Pushing down on your contactor should turn all of your lamps on. If not, you may need a new one.
