Unhappy Problem with SCA Wolff System Series II

Hey everyone. My fiance just picked up an old tanning bed for cheap. Everything works great except one major part -- the bottom half. I don't know anything about tanning beds and was wondering if anyone can tell me why only the top canopy section lights up. I've checked out everything I can think of with the consideration that a tanning bed is pretty similar to a regular shop light. I'm assuming that each ballast controls up to 4 bulbs so if a ballast is bad, shouldn't at least 8 of the bulbs work on the bottom? Just guessing here... anyone have any ideas???

Each ballast should do 2 lamps. Normally on this bed it works the other way around, someone moves it and gets the bottom to light but not the top. It is probably a bad relay that powers up the bottom half.

It sounds like this is an older bed, if so look at the lamp holders and see if one has a burnt wire, there should be a single feed to the foot end I believe. At the beginning of the chain of lights that are out.
