VHR - Very High Reflector; VHO - Very High Output
There is really no difference, they are both High Output, and they both have the reflective coating. This is why they are usually compatible to each other. The only difference is the name.

It depends on the VHO. Standard VHO's are non-reflector. The one's with reflectors are labeled or private labeled with VHO/R, VHO-R, XLR etc.

Is there any differance in the UVB content? or is that strictly by the manufacturer

What do you mean about UVB conent. Each mfg has different amounts of uva and uvb, it all depends on the lamp and what type.
