I only have to change lamps once a year, when is the best time to do it? Now I have plenty of spare time since business has slowed, or should I wait till January just before season starts again?

I would wait (I am actually). Bulbs tend to die off faster when they are being used and abused. If the season is slow don't toss them in due to your boredom. I got a Playstation for that.

I would change them when its time to change them. Check the hours on the lamps and purchase a uv meter to test the lamps, this should let you know when.

I re-lamp 2 or 3 times a year. Never let them get to their full count.
Always relamp when your open! Customers see what your doing and tell every one
they talk to.

I will add that not having a meter for your lamps is like driving with out a gas gauge in your car. You fill up when you don't have to because you are afraid you will run out of gas and you run out of gas because you don't know how much is left in the tank.
