That sounds extremely excessive, unless they have to bring in a bigger transformer the building. But I'm no electrician.

I bought the building which I'm in, only because of location. The building had 400 amps single phase and I brought in 800 amp three phase service. The power company dropped the service from the transformer and pulled it to my building undergrown. I had a choice of coming in with 208v or 240v delta. The power company didn't charge me a dime for doing this because it was considered a service upgrade and was needed for my business. I did pay an electric contractor $6000 for his labor and parts. I think the 800 amp panel was like $3000 alone. A lot depends on your power company and the city codes inspector.

We got lucky our landlord factored the price into our lease. He got the short end of the stick too, he only factored in 12k for our extra 7 tons of air, and a 400amp 3 phase. He isn't very happy but it was negotiated in our lease and we signed it. It ended up costing him 12k too. I guess that is just the way it goes, his developer quoted him wrong. I am just glad I didn't have to come up with cash upfront.
