Clients legs aren't soaking up solution!

I have a client with extremely dry skin, everywhere else gets tanned except her legs whats going on?

Dry skin is completely another question but for client's legs are not taking tan might something to do with what is this client using for hair removal before spray tanning and what time frame.
If they have a waxing done or using a depilatory cream make sure that was done at least 24 hr prior to spry tan session and they had a chance to completely rinse of any product residue from the skin.
If using razor with any moisture strips they will also leave residue on and can stop dha reaction.
Just using conditioner as a aid with hair removal process will also leave residue on the skin so making sure they use a product that does not contain any film forming ingredient in the wash before their session.
When they come to see you use pre tan prep spray for additional cleansing tool will be really helpful to make sure skin surface is clean and ready for spray tan session.

What is the best suggestion for prepping for tans?what should clients bathe and shave with?

When my clients have dry skin on the legs, I tell them to use a minimal amount of lotion a couple of hours before their session. Tan comes out wonderful. If their legs don't take to the tan, then its how they prepped for their tan.

I agree with this for the most part, but prep (or lack thereof) is not the only scenario I've had where a client's legs didn't take the tan. I once had a client who had very thin and almost "shiny" skin on her legs (shins specifically). The rest of her tanned great...but her shins would not take any color. We tried everything! The skin on her legs was much like a pregnant belly (which doesn't take color well either). Looked great with bronzer but had essentially no color after her shower. Just something to be aware of. I have talked to another airbrush tanner who had the same issue with one of her clients, as well.

Not to be rude, but you are charging people to be sprayed by you and you do not know how to tell them to prep or what to use?

This!!!! I was biting my tongue, but since Delany said it...I will back her up. THIS is why our industry needs regulation (as much as I don't want it). If you don't know what to tell people to do or not to do...you have no business charging people for your services. My humble opinion, of course.

I totally agree with Delany and Shonna.......but...........this is a forum to get answers right? But.......before charging for ones services, do your research (ask questions, take a class and training first) then charge.

We hav researched and we've done everything we've been told to do as far as prepping but we do hav some clients with extremely dry skin and no matter how much they moisturize or no matter how much prepping they do, the tan still doesn't take well. I can assure all of u that we WOULD NOT charge clients without havin some knowledge of what we were doin. The other thing is, who said we were charging these clients? I don't need advice/opinions on when, what, or who we shld charge, let's stick to the original question. FYI, this is a client that is well aware that we r in the research stage and we didn't charge her.
