Various size lighter spots on legs?

I have been spraying for several months now. I read posts on here quite often and can usually find my answer so I hardly ever post. But I have a question about spots that I can't seem to figure out. Within the past week, I have a had 2 girls come back and tell me they have lighter spots on their legs, various sizes. I can not seem to figure out why this is happening. Does anyone know the reason this happens. I need to be able to make sure this doesn't happen again. Also, how do I fix them?

They could have something on their skin stopping the solution from absorbing, could be spots from water drops.
Try putting a little bit of solution on a Qtip & lightly feathering the pale spot.
