Question baking soda or baking powder

I know I've read through these threads but now I can't find the answer again. Is it baking soda or baking powder that is a good ph balancer? I think it is baking soda- am I right?

I might be wrong but I'm pretty sure its both.

So I scrubed off my old spray, & tried the baking soda thing & I really not sure that it was better or not. I did rub baking soda on my face, & my face seems to be a little blotchy. Do you think it's from the baking soda?
