Oregon: Airbrush Technicians To Require Esthetics CertificationPosted on: 04/11/2006
The Oregon Health Licensing Agency (OHLA) will begin the regulation of airbrush tanning in 2007. According to a recent press release from the Oregon Health Licensing Agency (OHLA), the OHLA is implementing an outreach campaign to the state’s airbrush tanning practitioners to inform them of pending regulation.
Two years ago the Oregon Board of Cosmetology, with the OHLA in concurrence, found airbrush tanning to fall within the esthetics scope of practice. Before regulation could come in to place, HB 2105 had to be passed in the 2005 legislative session. HB 2105 eliminated a provision in the state law that limited the esthetics scope of practice to the neck and above.
Airbrush tanning practitioners who are not yet certified in esthetics will need to do so either by taking 500 hours of training at a state private-career school or completing instruction at a competency-based school that takes existing skills and experience into account.
Applicants for esthetics certification are required to take 250 course hours specific to their scope of practice, 150 hours of safety and infection control, and 100 hours in career development at private-career schools licensed by the Department of Education. Applicants also must pass a state-administered written and practical examination to become certified.
This regulation does not apply operators of self-service booths, only to technicians who spray the solution directly on to a customer with a hand-held device.
An OHLA letter was mailed to Oregon airbrush tanning practitioners outlining key certification requirements:

Esthetics Training: Graduation from an Oregon private-career school (clock-hour or competency) and a passing score on both practical and written examinations.

Esthetics Certification: Certification as an esthetician in Oregon by Jan. 1, 2007. OHLA actively will begin enforcing the certification requirement in 2007.

Licensed Facility: Employment in a licensed cosmetology facility. A business that provides practitioner-delivered airbrush tanning must be a licensed cosmetology facility.

Regulatory Requirements: Comply with all regulatory requirements as specified in Oregon Revised Statutes (ORS) and Oregon Administrative Rules (OAR) related to cosmetology and the practice of esthetics.

I wondered if this kind of thing was coming after seeing spray tanning supplies in the beauty supply stores.
