Odd Lamp issue

I have an issue with a soltech 28 tanning bed that i've never dealt with before. We had a fried wire going to a compacitor that seemed to cause a few lamps to burn out before it was brought to my attention. After fixing the wire and re-lamping the burned lamps, i noticed that 2 of the lamps would not fully light, but glowed dimly on one end. After twisting the lamp (bi-pin) it cause the other dim lamp to fully light. (one lamp was in position 3 and the other was lamp 12).. This also seemed to work in reverse. Either way - both lamps would not light at the same time. I'm at a loss. Any ideas?

I would replace the capacitor, starters & sockets just be sure that nothing was fried.
