Without being the actual owner of the forum, he is. :) Well he has the most points, for example you have 246.49 and he has several trillion.

You can use these points to buy objects for people (see those icons that look like ribbons and drink) and you have the power to change other people's titles, avatars, etc.. You can also use point to get advanced forum options, like the ability to post right away versus waiting 30 seconds between posts.

The more points the more stuff you can do.
