Look at the video again. The kid is grinning through part of the video. Her eyes aren't rolling involuntarily, she is hamming it up for the camera. Not saying these are candidates for the outstanding citizen of the year award and they may very well be taking drugs, but I don't think it is what it looks like when you first see it.

Now, she is sitting in the floorboard rather than restrained in a car seat, plus it looks like they are passing a baby around in the very back seat. Obvious trash, but don't believe everything you see on the internet.
