Not legal in Michigan...without a permit.
Even in the plaza I am located( apparently paying rent does not give you the right to not pay the city to advertise.:eyeroll:)
HOWEVER.... You can personally hand out flyers( in your plaza) just not put them on windshields.

That what I do...go to area businesses ask if I can leave flyers. I even mail a envelope to various businesses in the next town over. Works, just add a letter asking to mail them, and have them send business cards to use as bag stuffers on put on your counter.

What about ad books like the clipper have they produced results. If you don't have the clipper guide you may have something similar it is a book sent to 50,000 local homes that is full of advertisments. What promotional tatics have salon owners found most effective at bringing in new business.

word of mouth and phone books
cheaper than any advertising you will do
I even purchased my own copier so I can make my own fliers on the computer and make copies, give them to clients and they give them to friends.

I have designed my own flyers.. with promotions. The coupons are about 8 1/2 by 3 or 3 1/2 by 3 1/2. I go to businesses and drop off flyers with the receptionists. My sales statement when I walk in is stated to sound like I am giving the employees a benefit, not soliciting. " Hi, I was wondering if I could drop off a bunch of coupons to put in your break room for your employees" "I just wanted your employees some benefits and coupons that the general public isnt offered" I also drop them off at large retailers-Walmart-grocery store... I ask the manager if I can drop the coupons off for the employees, not to put out for their customers. This way you are not really asking for anything from them. Out of the 100+ business/goverment entities, I have been turned away 5 times.
