There is more than 1 downtown worth mentioning? It can't be worse than Detroit......, Lansing?

Anyhoo.....here would be my selection if you want 3 levels.

Level 1: (2) Dr. Muller Elixir $18/session
Level 1: (1) Suncapsule 60/200W+$18/session
Level 2: (2) Dr. Muller Sungate $28/session
Level 3: (2-3) Matrix/Magic HP $38/session

Done. Nothing else will compare.

Cost in Equipment $200k-$250k brand new....plus $60k-$75k construction, electrical, a/c, etc....+$50k in the bank.

total investment $300k-$350k?

How do you figure nothing will compare?
and how about 6 levels of tanning

more on the lines of

Level 1 (2) AMBITION 250 $6/session
Level 2 (2) ADVANTAGE 350 $12/session
Level 2 (1) Sun Capsul X10 $12/session
Level 3 (1) Elixir $18/session
Level 3 (1) oblix $18/session
Level 4 (1) Sungate v2 $24/session
Level 5 (1) Future Sun HP v2 $30/session
Level 6 (1) ERGOLINE OPEN SUN 1050 $36/session
