Mcguffy..you are correct Alcohol in certain amount/% will dry out the skin, but it is in my understanding that alcohol in a certain % is necessary for evaporation and if the product has essential assisting properties for moisturizing that will over ride what little alcohol is in the product..
Sometimes it is hidden in products under another name and folks do not realize it is in the product because it doesn't just read: alcohol.. I'm impressed about the reading labels..it amazes me how many folks donot read labels and put "JUNK" on their skin.. |

Bravotan: Im kinda confused by your post? Are you agreeing with Tom at Breeze that just because water is listed first doesn't mean the lotion is water-based? Is it the first three ingredients that make the difference?
I don't have the clause to show anyone on this forum, but I definately will take the word of someone that is in the lotion biz to educate my clients. |

The following may be what the sales rep was referring to. However there is no grandfathering of product labeling..
The FP&L Act states in section 5(c)(3)(B) [15 U.S.C. 1454(c)(3)(B)] that "nothing ... shall be deemed to require that any trade secret be divulged." Accordingly, the cosmetic ingredient labeling regulation does not require the declaration of the identity of an ingredient FDA has accepted as exempt from public disclosure. In lieu of the declaration of the name of a confidential ingredient, the phrase " and other ingredients" may be used at the end of the ingredient declaration. The policy the agency is following for processing requests for confidentiality of cosmetic ingredient identities has been codified under § 720.8. Ingredients. If the product is sold on a retail basis to consumers, even it it is labeled "For professional use only" or words to that effect, the ingredients must appear on an information panel, in descending order of predominance. [21 CFR 701.3]. Remember, if the product is also a drug, its labeling must comply with the regulations for both OTC drug and cosmetic ingredient labeling. Example of oil base product .,the correct ingredient declaration lists castor oil (58), lanolin (8), candelilla wax (6.5), carnauba wax (3), and ozokerite (2) in descending order of predominance. The concentrations (which need not be declared by regulation) are provided in parentheses. The compounds of the proprietary antioxidant mixture dissolved in propylene glycol must be integrated into the product formulation and declared individually in order of decreasing predominance without the term "(and)." The color additives titanium dioxide etc. may be declared in any order after the other ingredients. Castor Oil LANOLIN Beeswax Candelilla Wax Carnauba Wax Ozokerite Propylene Glycol BHA PROPYL GALLATE CITRIC ACID FRAGRANCE Titanium Dioxide D&C Red No. 21 D&C Red No. 6 Barium Lake D&C Yellow No. 5 Aluminum Lake
