A hair salon is realtively cheap to open. If you can't get the numbers down on the tanning/hair salon. Look into opening a hair salon. You can always add tanning beds later if that is the direction you decide to go. Good luck with your decision!

Hair and tanning do not mix...been there done that..stand a better chance with a stand-alone hair salon...concentrate on that, since my gut tells me that is where your interior focus really is. I sense, that is what you really desire....

I have found, after a long time in tanning and hair salons, the best 'health' related biz to open today is a yoga studio...bank and SBA friendly, does not have the stigma of tanning...very profitable, low overhead, instructors work on commission or as independent contractors, most have a flux of student following....$$$$ flows in...doing it now, and regret not doing it sooner...other than 'business sense', no experience needed...instructors pretty much generate and operate....add some space for a yoga retail shop and the profits really soar.

There must be a reason like location or something else for wanting in to this tanning/hair salon combo. I wouldn't take on a large side of a business that you ideally don't want, especially if it hasn't proven successful.
