Hmmmmmmm if I remember correctly, it was based on the fact that with tanning we’re basically selling time so get your full value for product and discount your tanning. So, purchase a bottle of lotion, receive same value back in tanning.
Ex purchase a bottle of lotion for $80, receive $80 worth of tanning! We always gave the $80 at the single session (most expensive) rate. It’s all about perceived value.
