Exclamation sunquest problems

I have 2 beds. 1 is a sunquest pro 16, quite old, and the other is a sunquest pro 16se, a wolff bed. The pro 16 uses a kesio120v f72t12 ballast and the sunquest pro 16se uses a sunquest ets 120v p00602 ballast. They are both electronic ballasts and supposedly they are the same and can be exchanged as in use one for the other. Well someone tried to make the 16es a 220 plug bed and when doing this, they simply cut the 110 plug end off and wired the 220 plug in its place. Then they plugged the bed into a 220 outlet and over loaded all the ballasts. After seeing their mistake they made they changed the plug back to the original 110 plug. The 16se bed powers on but simply no light. Now that we have the bed my husband checked the ballasts with an electrical meter and it confirmed that they were no good. So to check the bulbs and possibly fix the problem, he hooked one of the pro 16 kesio ballasts up to the 16es bed. It powered on for a moment but then the kesio ballast blew. WHY that is what I'm looking for. ANY SUGGESTIONS
