ok i am looking at the ballasts and they say smart start 200-250 vac they also say 4-180w single. so does that mean i can run up to 180w in the bottom?

Are you looking at the ballast, or the starters?

The ballasts are located in the bottom of the bed in the tray slots. You should see a number of them lined up for the bottom lamps.
