Davis County restricts minors' tanning Light duty: The Board of Health approved a rule requiring a parent to accompany kids in salons By Kristen Moulton The Salt Lake Tribune FARMINGTON - Teenagers accustomed to bronzing in the beds at Davis County's 30 tanning salons now will have to pack more than a bikini. Mom or dad will have to go along. A new rule adopted Tuesday by the Davis County Board of Health requires a parent to accompany all kids age 17 and under to tanning salons every time they tan. The debate pitted respect for parental and personal rights against the board's conclusion that exposure to ultraviolet (UV)radiation is hazardous to children. In the end, seven of the nine board members chose a rule that stops just short of a ban on teen tanning at salons. One of the dissenters, Charles Harpe, an internal medicine specialist, argued it was the board's duty to protect kids. “This is a known carcinogen and it's being administered in doses to our children,” he said. “If we can prevent one or two deaths . . . we've done our duty.” Joseph Mott agreed. “My bias is to create less government intrusion . . . but, in some cases, it's warranted.” But Davis County Commissioner Dannie McConkie, who sits on the board, questioned whether the incidence of skin cancer would be reduced enough to justify “micromanaging health.” “People have to take ownership for their own well-being,” McConkie said. Davis County has 30 tanning salons, and several operators argued against a ban at a January public hearing. Most supported requiring parental permission for kids under 18. On Tuesday, the health board adopted a list of “findings and conclusions” identifying UV rays via tanning beds as hazardous to children. Utah ranks fifth in the nation for the incidence of melanoma, the deadliest form of skin cancer. Exposure to UV radiation is the main risk factor for melanoma and also increases the risk of squamous cell and basal cell carcinoma, Advertisementdocument.writeln(AAMB6); the conclusions say. The findings also note the American Medical Association, the American Academy of Dermatology Association and the World Health Organization have called for strict regulation of tanning salons and restrictions on minors' use. Lewis Garrett, executive director of the Davis County Health Department, acknowledged that sunburns - whether indoors or outdoors - do the most damage to skin, but said it's the cumulative effect of a tanning “habit or obsession” that is dangerous. The board did signal that it might support a full ban on teen salon tanning in the future if other health departments move in that direction. “I'd be on the bandwagon today,” said Warren Butler, a family practice physician and health board member. If Davis County acted alone on the prohibition, teens simply could drive to salons outside the county. Salt Lake and Utah counties require parental permission for those 17 and under to tan in salons, but Davis County's new rule also requires parents to stay during the tanning session.Perhaps they will read the materials warning of the dangers and decide not to allow their children to tan again, Butler said.

I acctaully ask the parents to come down the first time... just to sign the release, meet me, and know that myself and my staff have their childs best intrest at heart. I also want the parents to see we govern how long someone uses a bed not the client. After that its fine |

Rep Power: 66 | Re: This BITES!!! We do something similar to Glow...if they are under 16, they need to have their parent come in and sign the release form the first time. After that they are on their own. We choose 16, since at that age, they can drive themselves anywhere they want. Under that they need to rely on someone else to take them, which might not be a parent.
