Rep Power: 26 | Burning issue: tanning rules for teens BY CHRISTIAN MURRAY STAFF WRITER February 16, 2005 A Suffolk legislator is cooking up new tanning rules for teenagers that may leave some of them doing a slow burn. Under a bill introduced by Legis. Vivian Viloria-Fisher (D-Setauket), who says she wants to protect young people from skin cancer, 14- to 18-year-olds who frequent tanning salons would have to be accompanied by a parent. Her bill also bans children under 14 from using sun beds. Tanning clinic users are 1 1/2 to 2 1/2 times more likely than non-users to develop the two most common forms of skin cancer, according to the American Cancer Society. Tanning beds also may increase the odds of getting melanoma, a less diagnosed but deadly form of cancer, the advocacy group added. "I was a high school teacher ... and I know the pressure to tan before the prom," Viloria-Fisher said. "We don't believe someone of that age has the judgment" to recognize the dangers. But opponents of the bill, such as Darren Cuccia, owner of Beach Tanning Studios in Moriches, said the protections are excessive. "Our firm already requires teenagers [16- and 17-year-olds] to fill out a form and get their parents' consent," he said. Those younger than 16 are required to be accompanied by a parent, he said. Legis. Brian Foley (D-Blue Point) said the county's Health & Human Services Committee will consider the affects that tanning beds have on teenagers next month when it discusses the bill. Thirty minutes under a tanning bed is equivalent to eight hours at the beach in terms of skin damage from ultraviolet rays, said Dr. Ted Daly, a Garden City-based pediatric dermatologist and spokesman for the American Cancer Society. Ed Dumas, a spokesman for Suffolk County Executive Steve Levy, said the administration agrees with Viloria-Fisher that there should be restrictions on who can use tanning beds. However, Dumas added, Levy doesn't want to go as far as to require a parent or legal guardian to attend. A similar law is in place in the states of California, Texas and Michigan, said Will Stoner, regional advocacy director for the American Cancer Society.
