The FDA sets maximum exposure limits through Te and Tm. They say nothing about under performance in the regs, although I believe they should. It's this loophole that causes all this confusion with strange and contradictory exposure limits. So Tanses could put out a VHR bed with a three minute exposure if they wanted and still be "legal." It's the marketplace that should work to banish unreasonably low max timers. |
