Fan wont shut all the way off!!

Fixed first problem but we have a new one with our Sportarredo Olympic, We put new upper fan in, now the fan does not shut of at all, it runs the cycle at normal speed but when time for cool down ends,the fan runs at a low speed and never shuts off. Please Help!!!:(

Now THAT is an odd one...at least it's working I guess but very weird.

Fan control is on circuit board in that one. Slow roll means one you have one hot phase on fan or high leg to fan neutral.
