Define "waste"? First off, they are only useful in 140watt+ setups. Other than that it doesn't matter. Second, you should only be putting in new starters if the old ones are no good.

Other than that changing out starters that work is a waste in itself.

They are a waste of money! If your voltage is a little low they wont fire up your lamps, your lamp ends will still get black, they only cycle once so if your lamp doesn't fire on the first try they remain off. The old glow boys are cheaper and are plenty reliable.

Also an ergo 300 is a 160/100 watt setup. But I agree e-starters in 100 watt applications are completely unnecessary
