buzzing relay, no lights

just got a sunvision 24sf in pretty rough condition. had two blown fuses, replaced them. now the fans turn on as soon as the power is turned on. i'm getting power to all the ballists but lights don't come on. the part labeled contactor (or relay) buzzes loudly sometimes. anyone know how to test the unit?
