Getting license for Mobile tanning business

Hello, Im just getting started and called about getting a license. They told us that we would have to speak with the zoning dept. and they told us that we were not allowed to do so in our city because we have a pop up tent to tan people in. They said its against zoning codes... Anyone else have this problem... or any advice on it...
