I have a Mini Mist and I want to spray tan myself at home. Does anyone have tips on how to do this?

I have checked the bulbs by switching them around, I have checked the ends, but I still can't get 2 of my bulbs to work. Any suggestions? The ballast is supposed to be brand new as well. I'm at a loss.
