If the ambient temp in the room is cold then the main fan will not spin fast enough to activate the switch. The fan is thermostatically controlled and will speed up with room temp so in a cold environment the lamps will still reach operating temp at a set rate.

There is no adjustment. Make the room warmer at the start of the day or just warm up the bed.
