Every state is different with regard to business licenses. I live in MD and the guidelines clearly state, do not apply for a license if one is not required. It's a waste of people's time and money. A mobile tanning service in my state does not require a business license unless you are selling retail. If you want to do business as another name other than your own, you file a Doing Business As form and get some liability insurance if you're smart. If you want to protect yourself from lawsuits incurred by your employees, or the tax benefits of incorporation you form a corporation. Does a chef need a license to cook food? Does a graphic artist need a license to create art? Just because you don't have a license does not mean that you are not in business. If you are claiming income to the IRS for the services that you perform, you are in business. If your state requires a license for your service, you get one.
