This bed has it ran properly for a given length of time and then begun to do the flickering? If you have changed out the capacitors, and its random lamps, this sounds like a voltage issue. the tranformer.. first.. is there a transformer? Secondly the lmaps in the bench are most likely 100s and the top are 160s, some of the ballasts in the past were problematic could be a ballast problem. But this flickering sure sounds like a low voltage issue to me, can you have someone check out the voltage while the bed is on and running so we cansee where it is when the load is on it. Has to be between 220-230 volts, if lower say like 215 its likely your booster has been improperly wired.
Then maybe you had a voltage surge which could have affected the ballasts.
