You know, I was going to be sarcastic but this might make sense here.

If you aim the reflector lamps down at the metal reflector it'll still read the same % of UVB but the overall amount of uv will be WAY LESS so it would look the same on the 6.0.

Maybe they are upside down. If the lamp label is facing down then they are in upside down.
