Ya, I pre-heat all my beds in the morning but I do turn off the face tanners. For one, it saves on the heating bill, and two customers are not getting into an ice box.

But as Engfant said, its all about the beds recent activity. But if its pretty clear that bed C is ALWAYS hotter than A you may want to check the voltage going to the bed.
