Measure the voltage at the fan. Should be 230 (or whatever your actual line voltage is) If there is voltage, the fan is bad. If there is no voltage, the board is bad or bad sensor. You can ring out the sensor with an ohmmeter.

DO not run the bed at all with the fan not running. (this does not apply for troubleshooting). If you need to run it for prolonged periods for troubleshooting then disable the lamps by removing them, or the acrylic to prevent melting, or the fuse to the lamps.
