Do you mean voltage? The wattage would be zero if the lamp is not lit. How did you measure this? lampholder to ground or lampholder to lampholder? What was the reading?

Could be a bad connection on the lampholder or a bad ballast.

Sorry, I meant voltage. My husband checked it so I'm not sure if he checked it to ground or lamp holder. But he did say it was getting the proper voltage.
