JMO I would not let a person under 18 tan. I do believe the health benefits, as for me it clears up my skin so well I don't need foundation make up.
I was just thinking of 2 particular points I am considering for not allowing under 18. Firstly, their body is still developing so I am assuming they would burn quicker. Also, as another has pointed out,they may "freak out" about opening the bed up while in it and panic. They may also be too hard on your equipment.
