Now, as to your "problem", the good news is that it is less than a 50/50 chance that these 'dots' are AIDS-related. I suspect that they are not. I certainly wouldn't rush to the doctor for a blood-test...at least not yet.
It could be little dots of erythema (sunburn), or, more likely, a heat rash. It doesn't sound like Herpes to me, but then, I'm not a doctor. I couldn't rule out scabies or lice without further information and close-up pictures. There are a number of fungal infections that people can get if their hygiene is...ahem.. questionable. Have you taken a bath or shower in the last month?
Anyway, perhaps if you posted pictures (only if you are over 18 years of age) of your infected/infested/sunburned/diseased legs we could offer further opinion.
