Sounds very reasonable!
Make sure you have room sizes/electrical set up so that you have options as you add the additional beds. Big enough for bigger beds - can always go smaller.
If I DID start with only half the beds, would probably keep those rooms shut and not necessarily let everyone KNOW you were starting half empty! That might make them think you were less stable. Just keep the rooms shut, and tell people "we have room 4 available" without noting that room 3 is empty!
