MJ...your client sounds like she has "hypersensitive skin" which makes her unique. In the majority of cases, when an individual reacts to a skincare product the leading culprit is FRAGRANCE. This is one reason why you see "hypoallergenic" products that are "fragrance free". The second leading cause is the PRESERVATIVE SYSTEM, typically used by manufacturers that use botanical extracts in their products. Most infrequently, it is a particular BOTANICAL ingredient to which the individual is allergic.
I have also heard that some products that contain Mica can cause a reaction. These are typically "shimmer" products.

Your client could also possibly be using another product that is making her photosensitive, such as her perfume as an example. Make certain you tell her to come in with freshly cleansed skin before she tans.
