If she has been trying Head and Shoulders, I would recommend that she try Selsen Blue. It has more of the medication in it that will get rid of the tinea versicolor, if that is what it is. She needs to rub it into the area as well as using it to wash her hair, as the condition is actually caused by a fungus that falls out of the hair and bleaches the skin.

I am not really sure about her face, except that maybe her skin on her face has built up a higher tolerance to UVR than the rest of her body due to the severe burn she received as a child. I would recommend that she use a very good moisturizer that does not contain any SPF or alpha-hydroxy on a daily basis and then use a tanning lotion specifically formulated for the face, like Just Faces.

If none of that works, I would send her to a dermatologist, as she might have a more serious skin condition. I am sure that someone can recommend one near your area that is "tanning salon friendly".
