| It can be heat rash...but more than likely it could be hives...
I have had clients have the same thing happen and when we discuss what is going on and illiminate all possiblitiy we find that it is from stress..when they get in the bed they relax and all that stress starts to get relieved and when this happens it has to find a place to escape and normally it is the skin that it retreats to...therefore you get the rash..it will normally go away in a few days and after so many sessions it is gone completely...Tell them to try some cortozone cream after tanning and a good shower, not to wear it while tanning though.
