There is no reason you can't build a fairly good base tan in 2 -3 weeks! If you walked into my salon tomorrow this is what I would recommend:
30 day package, tan every 48 hours starting at 8 minutes (or so). Go up by two minute increments (as long as there is no pink or red) until reaching the max of 20.
Use a good base building lotion such as Definitely Dark by Emerald Bay or even HP2000's Tan Maximizer, depending on your budget.
The itching could be from dry skin, exfoliate with a loofah and gel/liquid soap (Glimra's Maximum Hydration Body Wash) before tanning, every week or so. I personally haven't experienced a tanner's itch, but they (the veterans here) says it happens. It COULD also be tingle lotion residue left on the acrylic. Take a wet washcloth and wipe the bed down before your session if necessary.
Use a good moisturizer after your shower, such as Glimra's Maximum Hydration Lotion. Avoid bar soaps. Check your laundry detergent, too. Drink lots of water.
